Welcome to the third edition of the International Conference on Next Generation Networks and Services (NGNS’11, http://ngns2011.regim.org/). Next generation networks (NGNs) are nowadays one of the main topics of research and development in the networking arena. The migration towards Next Generation Networks will bring about major changes to network architectures and services: new protocols, new architectures, etc. NGNs will have a high impact on the future of computing and communications as networks converge and this will allow the deployment of more advanced services.
After the success of the first and the second edition (NGNS'09, NGNS'10), NGNS’11 comes to confirm the interest that NGNs enjoy from the research community as well as from the industrial and economic sectors. NGNS’11 has as main objective to report on the state-of-the-art research on next generation networks and services. NGNS´11 is a forum for researchers and practitioners working on the field to share their research results, knowledge and experience and a great opportunity for them to develop fruitful partnerships.
NGNS´11 is organized by the e-NGN research group (www.e-ngn.org) in cooperation with the National School of Engineers of Sfax (ENIS), Sfax - Tunisia (http://www.enis.rnu.tn/), REGIM (www.regim.org), ASARIT (Scientific Association for the Support of Research and Technological Innovation) and IEEE ENIS Student Branch.

NGNS'2011 is technically co-sponsored by the IEEE Computer Tunisia Chapter, IEEE SPS (Signal Processing Society) Tunisia Chapter, and IEEE RAS (Robotics and Automation Society) Tunisia Chapter.

PAPER SUBMISSION
We invite the submission of original papers reporting high quality new academic or innovative industrial research in the area of NGNS. All papers will be blindly peer-reviewed by three (3) reviewers. Abstracts or incomplete papers are not included to the review process.
The NGNS conference requires the initial submission of a full paper, including:
- A maximum of 200 words Abstract
- Maximum of 6 pages
- Keywords
- The paper contents
- References
Please comply strictly with the formatting instructions using the IEEE template, which you can download from here: http://www.ieee.org/conferences_events/conferences/publishing/templates.html
Authors are responsible for having their papers checked for style and grammar prior to submission. Papers may be rejected if the English language is not satisfactory and he formatting is not according to submission template.
Papers must be written in English, and must be submitted electronically in PDF format via the conference website.
Submitted papers will be double-blind reviewed by the Program Committee on the basis of novelty, relevance, technical quality, organization and readability.
For final paper submissions, there is a surcharge for each page over the 6-page limit. Please take this into consideration when preparing your initial submission.

Please take note of the following important points:
- There will be NO printed proceedings for the NGNS 2011 conference. Conference CD-ROMs will be provided to registered participants and will be also available on IEEEXplore.
- Once your paper is accepted, at least one of the authors should register for the conference, otherwise the paper don't appear in the conference proceedings and don’t be scheduled in the program. Attendance of at least one of the co-authors is very important to secure that the paper will appear in the conference CD-ROM and the IEEEXplore.
Selected papers will be published in special issues of international journals.
