Introduction
================
The 2013 Conference on Technologies and Applications of Artificial Intelligence (TAAI 2013) is the 18th annual conference sponsored by the Taiwanese Association for Artificial Intelligence (TAAI) and one of the most important annual academic meetings on Artificial Intelligence in Taiwan. The conference will be held during 6-8 December 2013 in Taipei, Taiwan.

The conference is open to international participants, and the number of international participants from various countries increases constantly in the past few years. In particular, stable interchange activities between TAAI and the Japanese Society for Artificial Intelligence (JSAI) commenced in 2012 in the form of Internationally Organized Sessions in JSAI annual meetings.

TAAI actively participates in and contributes to international research communities in recent years. We hosted the Tenth International Conference on Autonomous Agents and Multiagent Systems in 2011 (AAMAS 2011) and the Third Asian Conference on Machine Learning in 2011 (ACML 2011). TAAI members and the host of TAAI 2013, National Chengchi University, also organize the 27th Pacific Asia Conference on Language, Information, and Computation in 2013 (PACLIC 27).

The purpose of TAAI conferences is to bring together researchers, engineers, and practitioners to present and exchange ideas, results, and experiences in AI technologies and applications. To this end, the conferences typically invite prestigious international researchers for keynote speeches. The conferences also consist of international track, domestic track, and technical workshops with refereed papers, and include demonstrations/exhibition track, computer-game tournaments/competitions and panel discussions. High quality research papers are solicited and will be published in a post-conference proceedings in IEEE digital libraries (indexed in EI/Compendix afterwards). Best paper awards are conferred, and selected papers will be extended to be published in special issues of journals with SCIE and EI indexing, including Journal of Information Science and Engineering, Soft Computing, and Web Intelligence and Agent Systems.

The demonstration/exhibition track, that allows live presentation of the research results with functioning systems, attracted a lot of realistic AI applications in 2012. This track will be seriously expanded in 2013, and multiple awards will be offered for innovative AI applications.

Paper Submission
================
Papers reporting original and unpublished research results pertaining to the above and related topics are solicited. Full paper manuscripts for the international track and workshops must be in English with a maximum of 6 pages (using the IEEE two-column template) for the international track. Papers for the domestic track can be written in Chinese and have at most eight pages. The same format will be used for final camera-ready papers (see Author Guidelines at http://www.computer.org/portal/web/cscps/formatting). Electronic abstract and paper should be submitted through the TAAI 2013 submission site at https://www.easychair.org/conferences/?conf=taai2013.

All manuscripts will be reviewed by the Program Committee on the basis of technical quality, relevance, significance, and clarity. Each submission should be regarded as an undertaking that, if the paper is accepted, at least one of the authors must attend the conference to present the work.

Paper Publications
================
The conference proceedings will be published by IEEE Computer Society Conference Publishing Services (IEEE CPS). Publications in IEEE digital library will be indexed in EI. It is the IEEE policy not to include the papers of authors who do not present the papers during the conference. Accepted papers will be selected for Best Paper Awards and publication in special issues of the following international journals. All of them are indexed by SCIE and/or EI Compendex.

Computer Game Tournaments/Competitions
================
The conference will invite renown human players of Chinese chess and go games to be challenged by computer programs. Computer game tournaments among computer programs will also take place during the conference, and awards will be presented to the winning teams.
