*SCOPE AND MOTIVATION*
Pervasive and mobile technologies are one of the leading computing paradigms of the future. Transitioning from the world of personal computing, powerful, compact devices are distributed across the userís environment, enabling the contextualized enrichment of business processes with the ability to sense, process and combine data and forming smart environments of Ambient Intelligence (AmI). This interconnection of devices, machines and ìthingsî enables the dynamic generation, analysis and communication of multiple data types so that the operational efficiency and effectiveness of existing business processes are increased. However, the integration of devices and services to deliver intelligent solutions, in the so-called Internet of Things (IoT), may have been partially addressed with open platforms (FIWARE, Kaa, Linked Sensor Middleware), but yet imposes further challenges, relevant not only to the heterogeneity of communication protocols and interfaces, but also to the diverse context-aware information exchange and processing capabilities.

In addition, the rapid increase in the number of network-enabled devices and sensors deployed in physical environments, enriched with information processing capabilities, has allowed the interconnection of people, processes, data and devices, offering enormous potentials across many sectors. The large societal and personal impact of pervasive, mobile and interconnected entities in the web, is already apparent in health, security, environmental, agriculture and retail applications. In this always-connected digital world, the full exploitation of sensor capabilities, communication infrastructure, as well as the use and combination of information to produce new, innovative, real-world solutions are yet hindered by outstanding challenges. Many open platforms have emerged in an effort to provide standard methods and widely interoperable APIs in the IoT context. Yet, their knowledge modelling and exploitation capabilities for rich interoperability remain limited.

SEMPER aims to address emerging challenges in the field, discussing the benefits and limitations of applying Semantic Web technologies, with a special emphasis on semantic interoperability, context-aware modelling, hybrid reasoning schemes and intelligent decision making, real-time analytics, fusion of data sources and leveraging Big Data, sensor integration and reference platforms.

*TOPICS*
Participants are invited to submit regular and work-in-progress research, discussion papers and industrial experience reports in fields related but not limited to the following topics:

- Knowledge modelling, interpretation, context-awareness in pervasive environments
- Semantically-enriched situation awareness
- Semantic Web technologies in eHealth, assisted living and medical applications
- Applications in Smart Buildings, Green Computing, Smart Grids and the industry
- Semantic interoperability in IoT platforms, sensors, mobile and wearable devices
- Uncertainty in ontology-based systems for sensor-driven applications
- Activity recognition under uncertainty, noise and incomplete data
- Ontology-based recognition of activities
- Description Logics and abductive reasoning for data fusion
- Hybrid reasoning frameworks (data- and knowledge-driven solutions)
- Combination of ontologies and rules
- Event modelling and detection
- Semantic Complex Event Processing

Participants are also invited to submit demo papers on any of the above topics, related to SEMPER, to be presented in the demo track. Demo papers provide an opportunity to demonstrate individual technological advancements, to promote applied research and application findings and to stimulate discussions and collaborations between industry and academia. Demo papers should describe clearly what will be demonstrated, along with the background and application field of the proposed demo, the underlying technology and its novelty upon state of the art. Upon acceptance, the organizers need to be contacted early on to arrange potential special requirements for demonstration.

*SUBMISSIONS*
We seek technical research papers with a length of up to 10 pages for long, 6 pages for short and 4 pages for Demo papers. All papers must represent original and unpublished work that is not currently under review. Papers will be evaluated according to their significance, originality, technical content, style, clarity, and relevance to the workshop.

Submissions must adhere to the Springer LNCS format and be made through the EasyChair conference system (https://easychair.org/conferences/?conf=semper2016).

At least one author of each accepted paper is expected to attend the workshop (workshop attendees must pay the ESWC workshop registration fee as well as the conference registration fee).

*PUBLICATION*
Accepted papers will be published in a CEUR-WS volume. Authors of selected papers will be invited to submit extended versions of their papers (at least 30% of new material) to a thematic issue of the Journal of Ambient Intelligence and Smart Environments (JAISE, http://www.iospress.nl/journal/journal-of-ambient-intelligence-and-smart-environments/) on Semantic Web technologies for mobile and pervasive environments.
