INTRODUCTION
The social and economic transformations affecting Europe have required a major rethinking of developmental policies in a changing international scenario. By making the Digital Agenda for Europe (DAE) one of its seven flagships, the Europe 2020 strategy has recognized the enormous potential and influence that ICT can have on society. DAE aims to help Europe's citizens and businesses get the most out of digital technologies. To that purpose, the DAE must combine measures that foster the provisions for access to ICT with actions that increase its demand.
In this scenario, data play a crucial role since they are fundamental for creating new knowledge and stimulating innovation. The opening up of access to public data will grant access to everyone and will undoubtedly promote new types of innovation. However, along with the advent of social technologies that allow a near-constant flow of data from individuals to connected sources, the amount of open data will be continuously growing at an even higher rate. Every day, 2.5 quintillion bytes of data are created and about 90% of the data in the world today has been created in the last 2 years. Therefore, the actual handling of data for the digital agenda is a complex problem.
On the other hand, open knowledge is free knowledge created at an appropriate time and in an appropriate form to be accessible and useful for sustaining advanced services for citizens and businesses. Hence, as open and big data become available, there is a growing need to understand how that data can actually be used to produce open knowledge.
Specific research is necessary to define new methodologies, techniques and systems that can shape open data into open knowledge. The tools used for this task must be timely, personalized and adaptive as they will need to address the social and economic development in many sectors of society ranging from e-health to e-commerce, from e-government to e-justice, from e-learning to e-democracy, and smart cities.
This Special Issue focuses on the most promising research in the field of Open Data and Open Knowledge as key features for the implementation of the Digital Agenda. Topics include but are not limited to:
• Opening up Public Access to Open and Big Data
• Mobile Applications for Open and Big Data
• Open and Big Data Acquisition, Transmission and Management
• Data Security and Privacy Issues
• User-Oriented Mobile Services
• Knowledge-Based Business Intelligence
• Open Data for Smart Cities
• Customer Centric Knowledge
• Social Knowledge Discovery and Exploitation
• Knowledge Accessibility and Sharing
• Web Mining Systems
• Knowledge-based Intelligent Systems.

THE JOURNAL OF E-LEARNING AND KNOWLEDGE SOCIETY
The Journal of e-Learning and Knowledge Society (Je-LKS) (eISSN 1971-8829) is published by the Italian Society of e-Learning since 2005 and in 2013 is publishing its ninth volume, consisting of three numbers (their output is four months). Je-LKS is indexed, among other things, on AACE-EdITLib, Scopus, Elsevier, DOAJ and in 2013 reached a h-index of 13 compared to Google Scholar database.
