THE MONEAGUE PAPERS – VOL 1.

REGIONAL LOGISTICS HUBS: Opportunities, Threats and Risks.

Now in its seventh year, the annual conference on Caribbean Security and Strategy will be held in Moneague, St. Ann, Jamaica over the period 14 – 18 July 2014. As usual, the conference will be hosted by the Jamaica Defence Force (JDF) and executed by Professors from the United States Naval War College and the University of the West Indies.
This year we are pleased to announce the opening of the inaugural “Call for Papers” in respect to the Moneague Papers which will comprise the proceedings and associated papers of the annual Caribbean Security and Strategy Conference.

With the purpose to promote comprehensive research to inform policy options in the emergent strategic environment, the secretariat of the Caribbean Security and Strategy Conference invites scholars, researchers, university lecturers, public policy practitioners, defence and security practitioners, graduate students at advanced stages of research, and participants of this summer’s Caribbean Security and Strategy Conference to submit 200-word abstracts/proposals for papers to be published Spring
2015 in the inaugural issue of the Moneague Papers, with topics of wide coverage under the central theme: Regional Logistics Hubs: Opportunities, Threats and Risks.
The background to this call is as follows. World shipping cargo volumes are growing at 3% per annum, which means that the total 2005 cargo tonnage will be doubled by 2025.

This growth in shipping volumes is being driven largely by the emergence of the new industrial nations, such as China, which is now the world’s largest aggregate importer of raw materials and also the largest exporter. This growth is driving many countries to invest in additional transport infrastructure. The capacity of the Panama Canal
will be doubled by 2015. China is investing in infrastructure across Latin America and the Caribbean, including highways, roads, bridges, ports and logistics hubs.
However, this increase in investment flows and shipping volumes has been accompanied by a parallel growth in illegal trafficking. For example in April 2012 there was an interception of a shipload of methamphetamine precursor chemicals from China, believed to destined for the Mexican cartel Los Zetas, with a street value estimated in billions of dollars. This is just one sign of the growing criminal ties between China, Latin America and the Caribbean, Europe and North America, following the rapid growth
of trade between the regions, including trafficking in people, narcotics and precursor chemicals,counterfeit goods and money-laundering, some of it through Caribbean jurisdictions.

The major focus of articles should involve new emerging transnational security challenges facing the Caribbean and other key issues of interest in line with the central theme. Consequently, the secretariat of the Caribbean Security and Strategy Conference and the editors of the Moneague Papers welcome submissions that explore, but are not limited to, the following topics:

 illicit trafficking,
 terrorism,
 cyber security,
 energy,
 environmental hazards and security,
 resilience,
 regional air and maritime domains awareness,
 search and rescue,
 information sharing,
 security of transportation infrastructure,  immigration and border security,
 bilateral and multilateral considerations,
 resourcing capability gaps in regional defence and security,
 any other related issue.

Comparative or single case studies that analyze these issues from various perspectives are welcome.

Format and Guidelines:
- MS Word Document
- Papers should be written in the English language using the Chicago referencing style
- Times New Roman, 12pt, single space
- Limited to a maximum of 2500 words (excluding bibliography)
- Authors are responsible for obtaining copyright permission for photos and/or illustrations
- Submissions will be subject to editorial review.
- Deadline for first drafts is 18 July 2014.
- Final deadline for papers is 30 September 2014
- Abstracts/paper-proposals (of max. 200 words) and a short biography (between 150-200 words) are to be submitted by 16 May 2014 via e-mail to the editors:

The Moneague Papers is a specialized publication of the Caribbean Security and Strategy Conference held in Moneague, Jamaica around July each year. The Moneague Papers’ main objective is briefing the leadership of the small island states of the Caribbean and the Caribbean public at large on key strategic security issues of local, regional and international concern. Additionally, it aims to stimulate debate, analysis and policy discourse on key issues that inter alia combine conceptual and empirical analyses in
the following areas: challenges to reforms in security sector institutions in the Caribbean; regional, hemispheric and global security trends; current and future priority areas for regional security cooperation; and the place, purpose and utility of partnerships for defence and security. The inclusion of articles and studies on regional and national defence and security policies will also facilitate informed debate on challenges being faced.

Further, the Moneague Papers and the associated Caribbean Security and Strategy Conference aim to contribute in:

 Informing policy makers, other decision-makers and practitioners from across the Caribbean on emergent trends in the contemporary strategic environment that will, in turn, help to inform the development of national approaches in addressing the implications of those trends.
 Highlighting the gaps to be plugged in furtherance of regional capacity building and
development in areas such as defence, law enforcement, intelligence, civil emergency,
humanitarian assistance and disaster response etc.
 Creating a forum for discussion by opinion shapers and experts on Caribbean defence and security.
 Educating carefully selected regional practitioners from across the Caribbean on the key regional security issues and challenges and key concepts of national security and strategic studies.

In order that the readers of the Moneague Papers benefit from a multiplicity of perspectives – in addition to encouraging the community of experts, academics and practitioners in the Caribbean region to contribute their thoughts on relevant defence and security matters – articles, in line with the relevant theme, are equally encouraged and solicited from international scholars and defence and security practitioners.
Additionally, it is intended that the Moneague Papers will be an annual publication. It is further envisioned that this annual publication will continually improve to become a leading publication on Caribbean defence and security matters for policy makers, academics, relevant students and practitioners in the Caribbean defence and security sector.
