Cognitive radio systems pose some of the most important challenges in the ICT world in terms of tackling spectrum
scarcity and enabling ubiquitous broadband access. Although their application in terrestrial context has been
studied in depth in the last years, their applications in satellite or hybrid satellite/terrestrial environments is still
largely unexplored due to technical and regulatory issues. More specifically, in the technical domain, the wide
coverage areas enabled through satellite communications limit the flexibility of spatially reusing the spectrum in
conjunction with terrestrial systems. Furthermore, from a regulatory perspective, the heterogeneous adoption of
terrestrial spectrum directives by national authorities complicates the coexistence of terrestrial deployments with
internationally operating satellite systems. In this direction, a holistic techno-regulatory approach is needed in order
to set the foundations for engineering and deploying cognitive systems that enable the coexistence of satellite and
terrestrial services.

To address this large and rapidly growing interest, the Wiley International Journal of Satellite Communications and
Networking has launched an Open Call for perspective papers in the "Cognitive Radio and Networks for Satellite
and Space Communications" area. The special issue, the first on this subject, will serve as a reference for exploring
future research directions and shaping the industrial perspective in the field. We invite submission of high-quality
manuscripts in this area. We are seeking papers which have not been published and are not currently under review
by other journal. Under the general heading of cognitive radio, cognitive networking, satellite communications,
hybrid satellite/terrestrial communications, the general scope of this special issue includes, but is not limited to, the
following:
. Spectrum awareness techniques
. Cognitive Radio Reconfiguration techniques
. Spectrum management policy and strategy for cognitive networks
. Cognitive MAC protocols
. Hybrid Satellite Terrestrial Communications
. Dual and Multi-Satellite Systems
. Software Defined Cognitive Radio Platforms
. Cognitive Communication Security
. Database systems and Radio Environment Mapping
. Dynamic Spectrum Management and Carrier Allocation techniques
. Cognitive Beamforming techniques
. Regulatory aspects
. Standardization aspects
. Demo and field trials

Prospective authors should prepare their submissions in accordance with the rules specified in the "Author
Guidelines" section of the IJSCN web site (http://onlinelibrary,wiley.com/journal/10.1002/(ISSN)1542-
0981/homepage/ForAuthors.html). The pdf of the manuscript should be submitted through the Manuscript Central
service (http://mc.manuscriptcentral.com/sat) by selecting the "Cognitive Radio and Networks for Satellite and
Space Communications" Special Issue.

Submitted papers are expected to follow this timetable:
- Manuscript submission (extended): February 15th, 2016
- First review results: May 1st, 2016
- Second review results: July 1st, 2016
- Publication: December, 2016 (tentative)
