New Industrial Policies in Emerging Economies - Institutional Foundations, Instruments and Economic Performance 26-27 June 2017 Friedrich-Ebert-Foundation, Hiroshimastraße 28, 10785 Berlin While industrial policies were heavily contested after the crises of protectionist economics during the 70s and 80s with the neoliberal paradigm becoming the mainstream theory for economics, we are now witnessing a Dzrejuvenationdz of industrial policies. The growing re-acceptance is inter alia driven by the vibrant success of East and Southeast Asian economies. These countries inspiring the economic policies of nowadays developing economies are perceived to be successful due to the pursuance of a robust industrial policy agenda. Eventually, the global financial crisis has accelerated this trend significantly since it questioned the promises of the Washington Consensus. Industrial policy does not only seem to be fashionable again for policy-advising in developing countries and emerging economies, but also the front-riders of the laissez-faire economic theory are working on a more strategic and proactive approach for their industries. Yet, the revival should not be put on a par with what we understood by industrial policies earlier. While industrial policies were traditionally formed of protectionist policies rejecting the opening of markets and breaking down of trade barriers for vulnerable emerging economies, we now witness the success of a hybrid model: the merging of free trade policies with vertical industrial policies. Strong export-oriented policies and protectionist policies in selective sectors are not a contradiction; on the contrary, they go well hand in hand. The successful emerging economies negotiate trade agreements and attract foreign investment while subsidizing and supporting certain sectors. The research group Governance in Emerging Economies (GEE) invites scholars to submit papers on related topics. The call is embedded in a two-days conference organized jointly by GEE and the Department for Asia and the Pacific of the Friedrich-Ebert-Foundation (FES). Day 1 shall be committed to the dialogue with practitioners on the re-emergence of industrial policies in developing and emerging economies. On Day 2, the conference shall be dedicated to the discussion of academic papers in small working groups. We will examinesuccessful examples of innovative industrial policies, their institutional foundations and the subsequent new challenges for policy-advisers and policy-makers. Topics for Submission Contributions to the conference can be devoted to theoretical or empirical issues relatedto the following topics in emerging economies: Industrial policy as means for addressing market and coordination failures Instruments and patterns of new industrial policy and their convergence with current economic conditions and trade regimes Industrial policy in a regional perspective: East, Southeast and Central Asia Trade and fiscal policies as part of industrial policies Institutional and administrative determinants of successful state interventions Political dimension and altered state-business relations in new industrial policies The distributional effects of new industrial policies All papers in the realms of economics, political science, sociology and related fields, which are in line with these topics, are highly welcome. Best Paper Selection and Publication One paper will be selected to receive the Best Paper Award. The organizers intend to publish a conference volume with selected papers presented during the conference. Submission Guidelines for Abstracts and Papers Deadline for abstracts is 15 March 2017. Please submit abstracts in PDF format to: conference@gee-research.net Abstracts will be reviewed and authors notified by e-mail by 15 April,2017. Full papers in PDF format are to be submitted by 31 May 2017. Abstracts and papers must be written in English and conform to the submission guidelines. Abstracts should be no more than 500 characters: The title page should show complete contact details, affiliation and phone numbers of all authors and specify who will present the paper. Appropriate discipline area (e.g. economics, political science, sociology, anthropology, etc.) should also be listed on the title page. The second page should include the abstract with the title. Only electronic submissions will be accepted.
