Call For Papers

We are pleased to announce the Call for Abstracts, Full Papers, and Panel Proposals for the Data for Policy 2025 Conference – Europe Edition, to be held on 12-13 June 2025 at Leiden University, The Hague, Netherlands. The conference will focus on the theme “Twin Transitions in Data and Policy for a Sustainable and Inclusive Future,” addressing the role of data and AI in driving sustainability and inclusion within the context of the digital and green transformations reshaping global economies and societies.

The Conference Committee welcomes abstracts, full papers, and panel proposals from a wide range of interdisciplinary and cross-sectoral perspectives. Submissions are organized into six standard focus areas and four complementary special tracks in the following formats.

Individual Extended Abstracts: We invite individual abstract submissions that explore the conference theme, “Twin Transitions in Data and Policy for a Sustainable and Inclusive Future,” as well as other thematic areas of interest to Data for Policy. Abstracts may present preliminary research, innovative ideas, or perspectives that contribute to an understanding of the intersections between data, policy, and sustainable transformation.

Full Papers: We seek full papers that provide rigorous analysis, methodological advancements, or case studies on topics related to the twin transitions of digital and green transformation. Papers should focus on themes relevant to the Data for Policy, offering actionable insights that can guide policymakers, inform academic discourse, or influence industry practices.
Full paper submissions benefit from the integrated review, allowing them to be reviewed concurrently for both conference presentation and journal publication. Upon conference acceptance, these papers will proceed to a second review stage for potential Data & Policy journal publication.

Panel Proposals: We invite proposals of pre-configured panels with several presentations or an expert discussion on a specific topic that align with the conference theme and encourage in-depth discussion on:
The challenges and opportunities of the twin transitions, exploring whether digital and green transformations can support each other or pose challenges to one another.
Panels related to Data for Policy’s established thematic areas.
Practitioner and policy panels addressing specific regional issues or providing actionable frameworks for sustainable transition

Submissions are encouraged to reflect on the unique challenges or opportunities in each proposer’s region, engaging with local, regional, or global contexts. While our conference theme provides a frame of reference, we welcome contributions on any topic that adds valuable insights to the ongoing dialogue on data and policy.

Conference Tracks
Data for Policy has six non-domain specific and overarching focus areas for the conference and journal. The areas are interrelated and do not indicate siloed activity. They are rather an articulation of the breadth and depth of the vision and mission for improved data-driven decisions and policymaking, which is the ethos of the Data for Policy community.

The six standard focus areas are as follows:

Area 1: Digital & Data-driven Transformations in Governance
Area 2: Technologies & Analytics
Area 3: Policy & Literacy for Data
Area 4: Ethics, Equity, and Trustworthiness
Area 5: Algorithmic Governance
Area 6: Global Challenges and Dynamic Threats

The standard focus areas are complemented by four special tracks for Data for Policy 2025 – Europe:

Special Track 1: Private Sector Data for Public Interest in the EU – Government-Business Data Relations
Special Track 2: Bridging the Gap: The role of Data Intermediaries in the Creation of Urban Digital Twins
Special Track 3: Security and Justice Policy in the Age of Algorithms and AI
Special Track 4: Data Law & Governance for the Digital and Green Transitions
