Dear Dr. Ioannidis,

I would like to express my wonder at today's letter from Annette Flanagin, the Executive Director of the Peer Review Congress (copy is included). I assume that it was written without your approval and therefore I am writing to you, as well as to other affiliate members of the Meta Research Innovation Center at Stanford.

I would like to submit my abstract to the 10th International Congress on Peer Review and Scientific Publication. This abstract summarizes a 27 pages manuscript written in Russian and already published this year in the Journal Enzymes ISSN 1867-3317 {1}. But original manuscript can be translated into English language and subsequently published elsewhere. The importance and also the relevance of my publication for the International Congress on Peer Review is clearly apparent from both original text and also from English abstract. To further substantiate my submission I refer to my letters published last year {2-4}.

I hope that my publication will be appropriately considered and my abstract will be accepted for publication.
